IAG Structure Change: Splitting of Commission 4 & new IDEA Representative

From 2027, the IAG splits Commission 4 into Commission 4 (PNT) and Commission 5 (Atmosphere and Space Weather), and adds a voting IDEA representative to the Executive Committee. Effective July 2027 after the IUGG Assembly.
